Interesting, I was just looking at an ex-PCMR rifle in our local museum, it has "12TC" as well, barred out. Must have been issued to them before PCMR got it.
I would not put a blue sling on one unless it was marked "RCAF". That one is possibly ex-PCMR, as a few that I have seen of the later issue ones had the red paint and barred out markings from other...
I think this one is ex-PCMR. The rear sight was converted to a buckhorn, otherwise just as it was built, all "W" parts, 10-18 barrel date. Nice find, I think! I replaced the sight leaf, sadly it is...
I am looking for the same info. Seems to me that the issue front sights is pretty tight in the "U" notch. A wider sight might be useless. I wonder if the original USMC mod included a wider battle...
I wonder what the official policy was on the red paint in Canada. Most of the PCMR rifles did not have them from what I have seen, though some of them did. I have seen some with only a tiny red band...

Here is a good shot of a PCMR with his M1917. Queen Charlotte Islands, circa 1943.

Not all M-17's in Canadian service had the red paint. I have not seen any of the PCMR ones so marked. Also, a wartime photo of M-17 armed RCAF personnel at the Bella Bella flying boat station shows...
I think I know the marking that the OP is talking about, I have seen it on P-14's several times. It was not an asterisk, but looked almost like the Japanese Chrysanthemum, or maybe the symbol on...
