I have manual FM 21-100, and inside it I found an eleven page white page booklet FM 21-100 with C 1 underneath. Is this one of those change booklets?

While reading Jim Thompsons book he stated that firing a Garand with a uncut op rod is dangerous. Is this true? I thought that the cut modification was for grenade firing. TIA
