It sounds like there might be dirt in it. I'd say take the sight off and flush it really well with a penetrating oil. Working it as you go.
The clicks are in 25 yards (22.86 meters) increments.

Lunch time/change of shift gun perhaps? Was set down in the anticipation of finishing it off, but worker forgot about it, or new worker assumed it was done and put it on the finished rack.
That is why oak is good. It is very hard and durable. It is what Peter recommends.

Thanks Peter. Those two spots that are circled are the only two points that I could see were bearing on the socket. I'll take a file and slowly smooth the whole thing up.

Why look at the dirty patch to count the rifling. Just look down the bore and count the lands and grooves.
I too have had that thought on some of my other rifles. Which then led into, was it chopped, then restored, then chopped again, and now I am restoring it a second time?
