Question on re-pack of .303 WWII tracer

The attached pic shows a re-pack of WWII .303 GIII tracer loaded by K2 in 1942 and K5 in 1943. I know what K2 and K5 means and what GIII tracer is. My question is who re-packed it? The description does not seem to be in English. Thx, Steve
