Slightly enlarge the hole in the stock to allow the retaining bolt to move a little more freely and find the threaded portion in a better position.

Did you try tapping the front of the upper band with a block of wood and a hammer? Sometimes due to swelling in the wood, the upper band doesn't line up properly.

i suspect this is a 1903A3, since they are a bear to get done.
loosen the stacking band, and then line the hole up and try it.
over sizing the hole works, but should be done as a last resort.

Try putting on a bayonet and use it for leverage . As was said , you've got to align it juuussssst right.
