Is bedding recoil lugs possible?

I remember way way back reading a thread about what to do when a replacement bolt is putting unbalanced pressure on the receiver, and comments that one had to be either careful, or had to stay away from bedding them, as the metal hardening was thin and could be cut through which would be a serious issue.

If a bolt is identified as not putting equal contact on the receiver, is it possible to fix this with eg wet and dry paper, or similar to even them up ie take down the high one? Or is this a total no go area?

I'm ironing out the details of accuracy making, my own rifles with non matching bolts, and have James Sweets comments on this in front of me on how crucial equal bearing is, but he doesn't suggest what to do next if the problem is detected.
