LSR Mount Question

I have two LSR Mounts( for building 98K sniper repros). One has what looks like a shim.while the other mount does not. Since no instructions every come with any of the mounts, the question is to use or not to use the shim.One set is from Accumounts and the other came with a ZF-39 scope. Observations on this appreciated. AGB-1
