My rev 12 bolt heat lot RE5B also has a hole in the right lug, bolt is in a 613xxx rifle.
The hole was discontinued in the later revision 12 bolts.
do not know the reason
Mine's a 2SA RE-1 bolt and it's there. I guessed it was for oiling since it's at the back of the extractor plunger and spring hole. It would also allow escape of crap during cleaning. It would be a fiddly step that would take time and could damage a critical part if done wrong. I guess they figured we didn't need it for cleaning after all.

The revision 2 bolt also had the hole in the bottom while the revision 1 bolt did not - early Winchester bolts do not have the bottom hole either.
