The Norincos have tangent rather than ladder rear sights. But you are correct in guessing it's not a "full size" action.
You are also on the right track in that it's not really "military" issue for combat in wartime. But neither was it made primarily for civilian sales...
One last clue, disregard the "shine". It's been reblued.

I'm gonna take a wild stab in the dark and say a scope for a Garand? I know the Garand snipers had (well, some of them at least) offset scopes..
