I have a Tula 91/30 rebuild 91/30 (plain jane, no sniper) and it has several #2's stamped on the stock and I believe the metal. Could this be a Hungarian gun?-SDH

No, not if it's Tula made. Hungarian mosins are made in Hungary and instead of a big Tula star on the barrel, there'll be a large "02" stamped in the same place. Instead of a little Tula star on all the small prats, there will be a little 02

the "2" seen on russian parts is something else, possibly denoting a replacement part or that a part was refurbished at rebuild, but no-one knows for certain what it means.
