You are probably right about the bandolier. The picture is taken on august 4, 2014 by Ali Al Bayati in the town of Amerli in Iraq. All 34 villages around Amerli are under the control of Islamic State militants (ISIL). But this small town of Turkmen is holding out in a dramatic siege for over 2 months now.

Could be what they call a Kut-down Lee Enfield.
But to be serious, since the magazine is still there it's probably still in .303 and the cases on the ground certainly could be .303. Could be a 7.62mm barrel that has been re-threaded and re-chambered?
