Forget "proper" and try "common sense as a user" instead.

    1) Buckles are always outside, i.e. "ends" are always inside.
Whether or not this is deemed "proper" because it looks neat (and I guess that in 99.999% of armies past and present it is considered so), it makes sense, as it avoids ends catching in clothing. In this case, "proper" = "common sense as a user"!

    2) If you are a precision shooter, relying on the sling for steadying the rifle, then the buckle should not press on your forearm, above all not on the wrist!
So as a "snaipr" lying for hours in the freezing muck in Stalingrad, you are not going to give a hoot about whether buckle up or down is the parade arrangement favoured by your friendly local commissar - you will have the buckle at top or bottom depending on your shooting posture, body size - and sling length!
In this case "common sense as a user" beats "proper".

I've also seen rope used as a sling but I won't be putting one on my 91/30 cause it's comfy .So I will leave it as is with the buckles on the right side ends in. Hope to draw a moose or wood bison tag in a week or so and maybe plant it will the mosin.........thanx Harold

    Update

I drew a cow moose tag and my son a bull.We saw 19 moose in that area last November including some nice bulls ["one over 50"] No bison draw for either of us.......in the meantime will work on a moose load for the Mosin sniper.Still remember a international hunting show where the hunter took a Marco Polo sheep with a 91/30 sniper in Kazakhstan as the airlines "lost" his rifle so he had to borrow one.Harold
