Its a commercial receiver.

Rock Island Armory made the receivers that was used in the initial Springfield Armorys m1 carbines they sold ?? Cast ?

Rock Island Armory, Inc. was established in the mid-1970s. They purchased tooling and leftover receivers from National Ordnance Inc. They started manufacturing receivers and sold them with and without barrels. They made more receivers in the 1980s, including some for their brother-firm, Springfield Armory, Inc.
Apparently, Rock Island Armory, Inc. got into some legal trouble with the US Govt. in the early 1990s http://www.constitution.org/2ll/cour...ock_island.htm
