On a Canadian
site, I receieved the response that they were made for the early 1941 No.4's and are very rare.

I posted these pics a few weeks ago of an LB hinged band that arrived on a rifle I purchased. To be honest, I did not even pay attention to it when the rifle arrived. I was taking the band off to get to the barrel and as soon as the screw came out, the band opened up and that is when I realized it was hinged. It was a nice surprise.
It has since been removed and placed on a correct rifle.
