I can't help with the night vision scope, don't know anything about them. The other item should be easy enough. I once bought a camera from a dealer in Sweden
. Paid him for it and he shipped it to me. It DID have to sit in a customs warehouse in Miami,FL for a month before they got around to checking it. I can't imagine a telescope would be any different from a camera as far as optics go.
You should be able to find out from your (or his) local post office if any restrictions might apply.
I know getting firearm parts in or out of Canada
is very difficult nowdays, and the night vision scope might be considered "military" and be hard to import/export.

He should check with Questar International Ltd. - Advertising Yellow Pages who do importing into Canada and should be able to tell him whether this can be done or not.
