Can anyone tell me if the PH 5E sight will fit either a large ring or small ring Non-Parker Hale mauser?

Yes, can be fitted to either large or small ring as the rear of the reciever is the basically the same, only the front ring is different.
The 5E mounts to the PH rifle with 0ba or something else thats hard to find, we use 5mm metric and bolt them down with that when we have to fit to something else. Thats quite a bit bigger than the usual scope base screw.
Note the windage drum is much smaller than the elevation, this helps clear the bolt handle when sight is on low elevation settings, so you may have to watch that.
When I was repairing sniper rifles in the '80s the CES for the C3A1 included this sight, (different mount bracket to fit the 3/4" PH steel dovetail) but I think the front sight was mounted higher to give a higher rear sight position as the bolt knob was a full round, not cut in half like the civvie target TX1200s and would need more gap to clear the wind arm on low settings, but not 100% sure if I'm remembering that right.
You can "google image" some good pics of these sights in place.

Sight shown is for the Parker Hale 1200TX. If you want to fit this to a commerical Mauser you have to drill and tap 2 8-32 holes. Holes on a commerical mauser will be 6-48. This sight was also used on the C3 ....same action as 1200TX...execpt it had a quick removal base that mounted on the rear scope bracket. Front sight was mounted higher to compensate for the bracket height. Just a note...C3A1 was a scoped rifle only....just being phased out of the Canadian
military.
