It only holds the clip if there are rounds in it. The clip will pass through on it's own, that is normal. This allows you to take a full or partially filled clip out of the top of the rifle rather than cycle through all the rounds using the bolt.
The release or hold is at the top of the clip. When the clip is empty, it just falls out the bottom. When it has a cartridge in it, the lifter is holding the clip and cartridge in and up against the release. When you press the release, it allows the lifter to lift the entire loaded clip up out of the magazine.
