Look like rope ladders to me.

On the sand are rope ladders , single center rope with toggles through it ( or two ropes laced together ) . You can see a double rope with rungs hanging on the far left. There looks to be a third design in the center .
The soldier in the center is toting the ladder segments that were borrowed from the fire departments . By the stances and such , I'd vote training in England
. Might be the early trials on what type of ladders / deployment systems to be used,
