Marking on leather?

I'm asking this on behalf of a colleague who's posted this on the HBSA members forum - can anyone identify the S-two-arrows stamp? On a Sam Brown and a .303 bandolier

Covering the SMLE from 1903 to the end of production in India in 1989 it looks at how each model differs and manufacturer differences from a collecting point of view along with the major accessories that could be attached to the rifle. The U and crows foot normally signifies South Africa

Just wondering is its a sold out of service marking, it being the S as is commonly used on equipment as O.P shows in their pic#2.

I believe he means the two 'crossed arrows' in the circle.
