A quick look online at Hindu, Punjab and Arabic script makes me guess the later. Now would the Iraqis have proofed their rifles?
It looks like this 1917 MkIII* was sold to India at some time but there are just a bunch of stamps on this old piece. Anything unusual?

Thank you for the replies. Here is a shot of the markings.
My Remington A3 # 4088851 carries the following stock markings. The "P" behind the trigger guard. An "O G " on left side of stock. A " S S" stamped on left side of stock near the butt.

There is a 1899 carbine on Auction Arms. Looks pretty fair except for the 1896 rifle sight.
