The forend barrel protrusion is just a matter of the stock sizing inconsistencies in mfg process. It should not be considered an error.

After all that Winchester P14 was the choice for the sniper rifles through WW2. Perceived accuracy was suspected as why but I'm sure they wanted the parts consistency of one manufacturer.
Look for pressure making it drag against the stock on bottom edge.
You may be able to determine the maker of the stock by looking for a letter on the flat spot at very end near muzzle.

You could set the bullet further back in the case. Lecac on youtube is the best Swiss K31 loader I know of.

Nice rifle. You may want to try some PPU just to test commercial accuracy then work into handloads.
