Its my slightly above novice collector knowledge that the K31 isn't uncommon to find a shellac coat on them, maybe in particular the beech stocked models but this shellac is normally very well done...
pine tar goes on just like BLO or Tung, mix it 50/50 with turpentine or mineral spirits and apply (rub it in). One to two coats of the mix, or more, whatever your taste is. If you PM I can tell you...
I agree with you that the scratch is pretty much part of the life of a service pistol...my comment was meant to reflect that it's tragic to be on a pistol of such vintage. That's all.
