What action being taken would cause this mark to be applied? Just showing up? or a re-build?

I asked some of the very old Armourers this very question at the Armourers dinner early last month and they say that it isn't the Weedon mark. That doesn't mean that it isn't, but they say it's not. They all recognise/know the W-in-a-crown as the ROF Woolwich examiners acceptance mark
