Sixty Minutes Last Night

On “60 Minutes” last night there was a section on GROUND ZERO FOR 9/11. In it there was pictured a dedication ceremony where the NYPD was the color guard marching with M1 rifles. It looked to me as if the bolts and operating rods had been removed. Did my eyes deceive me? Did anyone else see or notice this?

I saw it but to me it looked like the bolt was in the open position. Maybe the bolt and op rod were removed.
