Interesting. There are pictures of Kragblank ammo in Brophy's book, but this looks different than anything found in Brophy. Its either a blank or a gallery practic cartridge of a different configuration than described in the books.
It is a Model 1910 45 cal revolver (M1909) blank. The Model 1910 blank has a rim diameter of .536 inch and a total length of 1.069 inch, check your sample with these dimensions.
Damn! your good! the rim measures exactly and the lenth is +.009 having been fired. Hundred of these laying around in piles on Ft Huachuca in AZ. but its against regs to touch them. Good call though!
There is also a necked-down 38 Colt Army blank too, just like your photo only smaller, some have the F A 10 06 and some are REM-UMC 18 as examples of the headstamps - you might find some of them too.
