Help identifying what these patches mean

i recently have been interested in visiting army surplus stores and finding cool things i bought this cvc us army jacket and it has this Velcro hole in the back and from what i found online its called a "extraction strap" or "retrieval strap opening" what do you think the purpose is?. the second jacket i dont know what the patches mean i googled and couldn't find anything. i want to know when the cvc jacket was used, can i use the numbers on the tag to find out? the numbers i found are DLA 100-91-C-0310 and Stock Number: 8415-01-074-9420 sorry about all the questions im just really new
