The P.08 holster had a roller buckle and strap. While that one looks somewhat like a Nazi police Luger holster, it is does not have the retainer strap on the flap of a police holster for the closure strap, and the metal ring on the front of the holster was not used on the Nazi police holsters.
Maybe post WWII Luger holster. Maybe one of the forum members in Germany can shed some light on the GmbH, as to whether that is post WWII or not.

I don't believe the West Germans used the P.08 post war, but the e. Germans did. However that isn't like any e. german holster I ever saw.
I'll make a WAG and say early post war Austrian.

"August Mühlenfeld GmbH, Barmen" was founded in the 1880s and existed up until the 1930s. He manufactured and sold police equipment (sabres, handcuffs, whistles, holsters etc). This is a standard (Luger) P08 police holster, except for the strap for extracting the pistol from the holster. Instead, it has a non-regulation ring under the flap (possibly to attach the lanyard). The holster is in such good condition that it might have been unsold stock.

Possibly a private purchase commercial holster, but not of any known Army or police variation. Akah made an early police Luger holster without the retaining strap on the top flap, but no attaching ring as on the posted holster.

Used, but very low mileage
Used - note the wear on the leather loop holding the ring beneath the flap and the lighter wear mark on the flap in the corresponding position, and the wear mark on the rim above the name (wear from the stud) - but very low mileage. Flexing in long usage would have cracked up the leather surface on the flap where it is sewn onto the main body, but this looks really good.
