Very nice looking Finn-capture. I don't mean to disappoint you, though the likelihood of this being a genuine Finn-captured PU is very slim. There are no marks on the barrel that usually deem a Tula to be a sniper, and I also believe that the PEM was still in use in 1937, while the PU arrived in 1942. Most scopes were destroyed by the Sovietsnipers in case of capture and I don't believe the Finns made their own. This scope looks to be post-war from my understanding. The front sights would never have been removed even if the rifle was a sniper, as they still came in handy. I know Century put together a ton of replica PU's using Real PU mounts and scopes on Finn capture 91/30's, this may be one of them. A very small number of PU's were recorded by the Finns after the war, and most had the scope removed before being imported to the US, less than 100 have been recorded in ownership.
