Looking at the hat, it also is missing the eagle/S, the collar tabs make me think official, Railway or Post maybe? Not that he can be trusted either way by the guys on the scene....

Older Bloke - probably a retread from the Kaiser's army circa 1914-18 and from the looks of it happily on his way to a POW camp.
