Yes, an '03A4 and yes, it's cocked. Bet it's on safe too...

I did not think that you could operate the safety on an 03A4 with the scope in place, I mounted a Weaver J 2.5 on an 03A3 using a surplus Redfield mount and rings (cost me $7.50)and had to use a MKII low scope safety.
