It means that that bbl was pulled from the production line and measured on a fixture called an air gauge . This measured the inside specs of that bbl. If the bbl fell into the required specs all along it's length , then the chances of that bbl being an exc. shooter was vastly improved over one that did not pass . BBls that passed were marked to show such. BBls that failed were returned to the untested pile to go on service rifles.
