They are still US Army VFW/American Legion property and are kept at the posts. Post members sign them out to go shoot, at least they did 30 years ago. This is nothing new.

The rifles are not jointly owned by the post and the Army.
They are property of the U.S. Government.

We don't even allow our club members to "sign out" our Garands. And we own them outright! We have never "lost" a Garand, either. I am not aware of VFW guns going off to the range, sorry.
