Only thing I can think of is that some other type of rifle with a left side short pull bolt was used in this stock.
Best guess I can come up with.

I have an old winchester bolt action .22 that has a similar cutout. It is for a Lyman target peep. I wouldn't be surprised if that is what it was for.
When they tell you to behave, they always forget to specify whether to behave well or badly!

I think JimB probably has it nailed.
Somewhere around here I have a nice old Lyman peep ( for a different rife ) that was going to require similar stock modifications. Since my woodworking skills were and are limited to a hammer and a chisel, I never installed it.
At least the stock in question was very nicely done.
