    Fantastic photo... The carbines look to be early ones with the split sling swivel and the long comb stocks..... Seems odd a gun runner would want proof of his crime documented. May be a posed shot from a later era...

    From the government. The Indians may have been hired by the Army as Scouts or the BIA may have given them the carbines under some other arrangement.
