Agreed, I'd suspect this came from a monument somewhere. An excellent example would be Missoula Montana, a memorial to WW1. The soldier is perfect in his doughboy appearance, right down to the details. He's carrying a 1903 at the full trail while overhand throwing a grenade...must be seen to be appreciated. Anywayzzz, I suspect this is something the same.

So the question is, which WWI memorial was this stolen from? It certainly looks like it's been weathering a good long time and WWI memorials are not frequently scrapped in the USA are they?
