I don't know.........
.......about the sights you mentioned. I also don't know the rules of the competition you mentioned. I do know this.........
I am quite myopic and can speak from experience. I'm not sure about the "diopter" you mention. That has to do with close up vision, like reading glasses; it is an occular lens adjustment on some rifle scopes, and any binoculars worth a hoot.
What works for me, and is a proven principle, is to reduce the area you look through to a much smaller area than your pupil. Without my corrective lenses, I have a "clear field of view" of about 3". I can take my glasses off and look through a "pinhole" in a piece of paper and see things (farther off) much clearer.
The "peep-hole" atachments that are for shooting glasses act the same way. They help you focus by eliminating side view. I can't see the target clearly if I can see the sights (I have several pairs of eyeglasses to accomplish different things), I can't see the sights if I can see the target clearly. Concentrating the light into a small area will allow me to see BOTH with relative clarity.
Before spending money on something that may not work for you, you can try it yourself. Just poke a small hole in a piece of paper and look through that at your rifle sights and a target to see what happens.
