Type 99 arisaka Toyo series 31 & 32
Interesting difference, both toyo arsenal, the series 31( lower in both pics) has monopod band and series 32 upper in pic does not. serials 31st-75XX & 32nd-988XX
better photos soon, didn't notice the difference when photo'd

Series 32
I would be suspicious of the series 32. The stock is heavily sanded and could have replacement bands wo/monopod. Since the lower isn't numbered it may have been swapped if the pod was missing.

A 32 series should have the non-monopod front band. What it should not have is the anti-aircraft sights and the dust cover. It does appear to have been very heavily sanded and refinished.

I have an early 30's series as well, near mint overall pretty original, has a slight nick at bottom of mum but overall as she came. it is a toyo kokura 31 or 32, i also have one of the 35 series after the bomb radioactive i hear rifle my uncle brought back from japan after the surrender. I built it into a long range sporter many yrs ago not knowing what i even had before i was really a collecter , then found out it was from hiroshima, ack , made me ill after i found out what i had ruined , but kinda scared to mess around with it once i found out they are still radioactive lol. Thats the story on the unmarked on top of reciever hiroshima 35 series i have is anyways,. I have a nagoya as well i put a bent bolt and scope on i hunt with once in a while but its been refinished as well, this one has never been altered that i know of. sling and bayo are original to this rifle. pics included.
