Douglass,
I am sorry if this may appear to be a trivial answer, but your question is not very precise.
What do you want the rifle for - as a collector's item, or to shoot?
Many people will tell you, that as a collector's piece, the Winchester is more sought-after than the Eddystone.
Nevertherless, antique scrap is still scrap, and a good Eddystone is preferable to a beat-up Winchester, so the answer is:
condition, condition, condition...
I.e. (for collectors) original configuration, not refinished, unless Weedon reconditioned, very good external finish (bluing)...
But if you want it for shooting, then the answer is:
condition, condition, condition...
I.e. (for shooters) very good bore, undamaged crown ('ware pullthroughs!) , clean trigger action...
However, if you want a shooter, then you would more likely be looking for a 30-06, so I guess you may be thinking as a collector.
At which point, I pass the question over to those better qualified in collection judgements.
But it is always condition...

A very important point about Pattern 14 rifles: the follower, magazine box and receiver need to be the same make. Remington, Eddystone and Winchester were all different in these areas. A mix of manufactures' parts might (probably) result in poor functioning. The Pattern 14 rifles had many non-interchangeable parts.
