That is beyond stupid. That looks like a CCW class. If it was, the instructor needs to have his accredidation revoked.
It is hard to imagine that two seperate gross violations of safety occured in the same video shot. I have not heared of anyone being shot in a CCW class, but if this stuff is happening, it will happen.
That range's insurance carrier should see this video.
