Oregon Concealed Carry

Any Oregon residents here? I live in Washington state and am wondering which Oregon county and/or sheriff would be more friendly to an out-of-stater applying for concealed weapons permit. From what I am able to determine, Oregon sheriffs have some discretion and don't necessarily have to issue permits.
