From what I understand, these carbines and rifles were lent to S. Korea by the U.S. Government, and ownership of them was never transferred - they are still legally U.S. property. S. Korea never bought them, so S. Korea doesn't own them and therefore can't sell them. Rightfully they should be returned to the U.S. Government, and if so would likely end up eventually in the hands of the CMP for eventual sale to U.S. citizens.
S. Korea, on the other hand, views these weapons as a cash cow, and wants to re-import them into the U.S. for sale. The FedGov, at least, is preventing this from happening.
I'm not sure that the motives of the current administration are in our best interests, as they are probably just thrilled to be able to prevent the guns from getting into our hands, but at least, if they can make S. Korea see the error of their ways, perhaps with a new administration these rifles can come in through the rightful and proper channels.
