    is it possible to purchase a fal for collection and not having a 12 3 permit

    Only if it's a deactivation. Even with the gas system plugged to single shot the markings designate the rifle type.

    If the OP is in deed from north of the 48th parallel I would suggest he go to Canadianicon Gun Nutz forum. There are a number of thread there that concern owning a Fn FAL / C1A1(L1A1).

    There's two ways to legally own a FAL in Canadaicon without the correct license endorsement:

    1) buy a dewat
    2) build a time machine
