Type 99 Bolt Assembly

I have a Type 99 Last Ditch series 40 Jinsen. I am having a devil of a time trying to get the safety to operate properly. When I push it in and try to give it a 1/8 turn right it goes just a little way and then cams back out. The serial # matches so it probably never worked. I trimmed back the forward edge of the cap to bring it farther forward and it didn't help. Any sulggestions? Thanks in advance for any help.
