    Question about FFL 03 C&R purchase

    Can I use my 03 FFL C&R to purchase a M1icon Carbine barreled receiver or will it have to go to an 01?

    AIUI, a barrelled receiver is not "in original military configuration" and is therefore not C&R. But opinions are divided on this.

    Personally, I prefer to err on the side of caution.

    Send the guy a stock to put it in, and send it back to you. Replacement stocks are OK, as long as they are made to "original" spec.

    This is a huge area of concern for C&R license holders. I have seen with my own eyes replies from different ATF offices regarding this and even within that organization it is disputed. One official will say it is okay while another will say it is not. The simple thing to do is cover your own butt. If in doubt then do the transfer through a dealer. Their fee is a small price to pay for peace of mind as well as keeping yourself out of trouble with the feds.
