Does having two large stock bolts mean a restock?

Not sure I understand your question, it looks like a Rem stock from WW2, depending on the inletting it could be 42 or 43. They used stock "pins" for a short time during WW2 as well.

The "stock bolts" are actually known as "screws" in the manuals.

Stock bolts (or screws) are not, by themselves proof of a "re-stocking". Most M1903s after 1917 had stocks with two stock bolts. Markings and features are more reliable. The stock in the picture is off of an earlier Remington M1903 and is a replacement to the very late Springfield M1903 it is mounted on.
