I have to agree with Dave. It sounds like the bolt isn't closing completely. A tiny dimple on the primer is a firing pin hit made during the bolt closing, not from the hammer strike. Before attempting to fire the carbine, allow the bolt to close normally then give the op rod handle a thump forward with the palm of your hand. See if the carbine fires. IF it does, then the problem is most likely a worn or dirty extractor or broken extractor/spring.
When they tell you to behave, they always forget to specify whether to behave well or badly!

Just in case anyone is still paying attention:
Cleaned the bolt.
Tried diff ammo
Finally got it to work.
Based on what you guys said and one other friend, I think part of the problem is the my FIL may have used pistol primers to reload.
Still puzzling.
Why, when once it fired, it fired the whole mag, but it wouldn't always fire the first one?

OK, after you cleaned and oiled, and used different ammo, did it fire every time, or did it sometimes not fire on the first round after all of the above stuff?

I couldn't say. Unless you try factory ammo to calibrate things (prove the ammo was at fault) you'll always be guessing about what happened.
