    I have no clue, but at a guess I'd say it is some sort of cavalryman's kit. It might be a form of scabbard for some carbine without a sling, but that is just a guess.

    It looks like a WW1 or early WWII gas mask canister holder that is worn around the chest. I have seen pictures of WW I USAicon dough boys wearing a similar outfit. Hope this helps
