    Sgt. S,
    Can't help with the maker.
The swivel isn't USGI, it should be a bent wire loop with the ends joined, by weld
The screw isn't correct, it should have a head that is dished so a cartridge case rim could be used to loosen or tighten it. That screw looks like it could be a cut down recoil plate screw.
Hard to tell from your pictures,
But when I'm looking at the lower left tab (below the swivel), where the screw would screw in to, it looks to be one solid piece. It should be a completely seperate piece that has a spot weld on either side of where the screw would come thru: Right to left with muzzle pointed away.
The inner band has been pried away from the outer/overhead band. Magnified pictures show it's been cut, along with another issue here that tells us it's not a real Type II band.

I hope this is clear enough, Its even confusing to me when I re-read it.

    Here's a genuine type 2 (Win)

Notice the swivel shape and size, the marks on either side of the screw and the screw itself.

    Winchester type II on Dave's.

The OP's barrel band is probably a commercial version modded to look more USGI.

I vote that it is from a commercial carbine maker.

This picture clearly shows the inner band has been cut......
    OP's 2nd link to picture 1426.jpg

Maybe a Post WWII bayo band.
