    No, that is not a "normal" load and I would be worried firing any load in a bottleneck case with an unknown filler. If it is semolina (cream of wheat), I would not fire it at all! Semolina compacts under pressure into a solid concrete like plug and that causes pressure to rise in bottleneck cases. It is also very hygroscopic, so it will absorb moisture if left for any length of time afrer loading - even a few days.
