That may be the case
but it was just part of their pricing structure. This is a direct payment for each bag over and above the cost of groceries. So, if you are correct, we are buying them twice. And this WAS the work of politicians. The supposed excuse was that recycling companies can't successfully extract plastic bags from plastic bottles and other recycled junk. Plastic bags were originally offered as an alternative to paper. People didn't like them at first, but now like them a lot.
There is always a hidden player behind these things such as pellet stove companies pushing legislation against wood burning in fireplaces and stoves. This could be sponsored by the paper industry, grocery companies or whomever stands to profit from it.
"Shifting costs is just good business sense" yeah, kind of like transfer pricing helps oil companies and Apple.

I started this thread after being frustrated while on a trip. Then it "shifted away" from carbines. And I'm the one who started the drift. What a bone head.
I think it has run it course and I don't want it to turn into a political controversy. So I am closing it.
